imho, i love lugged steal and i cant really tell the difference between a lot of them. Yes, there are some really crumby ones out there, but i'm pretty sure the concord would be a pretty nice ride. I really dont know much about fuji, so i couldnt really tell you much about their quality. Sheldon writes:

Current Fujis are fine, but the company has not yet recovered the reputation it had during the Glory Years.

yea the frame looks legit(you can see the club in the lug on the fork picture), but that paint job probably isn't and some of the parts look non original, still a pretty sweet bike though.
