I'm from Saint Paul! I just obviously don't know my city all that well since I don't recognize that wind generator at all.
Then again I ride along pierce butler all the time and have never actually crossed the tracks from one of the last pics

According to Google, the windmill is located on the south end of the campus, Snelling and St. Clair. Supposedly one of the few "urban windmills" in the country!

Yeah, there's a reason for that... the wind resource in urban areas is notoriously bad and turbulent. So urban wind turbines like this suffer from very poor efficiencies. As a Macalester grad, I hate to admit it, but this thing is mostly just symbolic. Pretty cool, nonetheless... I guess I'm kind of a wind geek, as coolaskimdeal pointed out.
