I do drive a lot, and everytime i'm driving through downtown i get so annoyed at the drivers in the turn/bus/bike lane. I have yet to ever see a cop pull someone over for violating that.
Funny note: I was on the #6 today and as I got on the bus driver jokingly told me to go tell the bikers in front if the bus that "you have so many awesome bike trails, why are you biking in downtown?"

but then I couldn't sit on my front steps and yell at the pizza guy for stopping in the bike lane to deliver a pizza next door when there is a legit parking spot 2 cars lengths up...

I think this really shows why paint stripe bike lanes, in the long run, aren't the answer. Create a bike lane, and people pile in to co-opt it for other purposes. Deliveries, taxis, cops say 'great, a new short-term parking lane'. The city plowing crews say 'great, we can just push the snow into it and leave it there all season'. A moving truck and crew sets up the ramps, starts hauling furniture and blocks the lane for 6 hours.
And it's up to cyclists to police this themselves.

I think we should be allowed to ignite and toss a road flare under the vehicle. If the vehicle continued to block the bike lane consequences would likely occur after a few minutes. If they move, then no problem...

And it's up to cyclists to police this themselves. i agree but id still rather have them and perhaps have to move over 1 foot to my left every now and again then to not have them at all. id rather them block the bike lane and force us to move over, then for them to block a car lane and have to walk across the bike lane anyway and force traffic into the bike lane forcing us into a curb...

Frequent stops... in the bike lane! Tonight at 15th & University SE:  I know it's spring break and there aren't as many students around but that's not a parking space. I was standing there for a couple minutes and did not see the driver anywhere. It is a Traffic Control vehicle though and blocking a lane is certainly one way to control traffic.

I hope you reported this. At least call 311 and ask who you can report this to. You might get the answer of "official city/county vehicles do not need to adhere to the rules of the road when executing official business (cops can drive through a red light after slowing down and making sure everyone is out of the way), we're sorry for any inconvenience this may have caused you" but at least you got an answer and you and person on the phone that is reading from a cue-card can have a moment of silence and maybe a laugh
