I'm confused as well. If it was geared, I'd say the bike was for touring, and the aerobars were to provide a way to take weight off the wrists, but touring on a fixie?
Maybe someone who tours in very flat areas?

Cool animation, but it's backwards. The lead rider pulls off rather than the guy in back coming forward.
