This sounds like fun! Back when Hennepin and 1st were one-ways, I'd fantasized about doing a rush hour crit downtown.
One thing that I find interesting, in the Red Hook crit in NY, they require fixed gears, no brakes for safety...but that race is at night and on some really gnarly roads. The theory is you don't want someone up front locking up their brakes and causing a pile-up.

no just a kick ass rout that has no traffic intersections. trust me their are very few of them.

That way you won't have people bombing down Portland into a busy intersection, and the finish will be a nice downhill.
