I have been wanting to do some winter riding and have been waiting for proper word that the trails are good for normal tires. Theo in particular.

what does such a large snow fall mean to the trails?

Usually there will be a call for snowshoers and Pugs to groom the trails and then once it is hardpacked enough, regular tires can manage it. Boot stomping is not usually great idea because it leaves divots instead of a consistent depression.
