Ok, this place isn't really a bike shop - its a used goods store that has a bunch of bikes, and has moved towards servicing them and even occasionally doing custom builds (for me at least)
Its in west Saint Paul, right about here
and the website, which is updated almost daily I think, is at http://capitaldealsonline.com.
They usually have a bunch of cruisers, some Schwinn Varsities, and mediocre mountain bikes, but sometimes they get in some interesting stuff. Last I checked there was a beautiful Bianchi hanging on the wall that they wouldn't sell. The rest of the shop is full of odds and ends that are pretty cool too - they have a Nintendo Powerglove, Japanese action figures, VCRs, and figurines, and stuff like that. The owners are really friendly and good people, usually willing to cut you a deal if you aren't a prick.
I got my fixed gear built up there (but they don't usually do bike builds), and its riding good so far. This place is worth riding by (they have bikes around the back too).

At first I was gonna rag on you for using the wrong Capital, but it appears that is their real name...I wonder if they meant to be Capitol as in St. Paul is the capitol of Minnesota or if the meant Capital as in stuff.
Looks pretty cool, though

Actually, it looks like capitol with an o only refers to the building that the legislature meets in, capital not only refers to the city, but has a lot of other good meanings as well:

I double checked the spelling of capital
Alex and Keiko - the owners - are bikers as well, although not incredibly hardcore. They ride cruisers and recumbents and sometimes a tandem around.

I was worried about dealing with them because of how the shop was set up. I feel like they hike up their prices because they expect you to haggle, but whatever. On the other hand it was the only bike shop that I went to that had older, vintage (even junky, maybe?) bikes that were cheaper than anything but CraigsList. I bought a Univega single speed from them that I'm converting to a fixed.
My first experience with a Minnesota bike shop! True story

Finally stopped by the shop today. They have nice looking used bikes for good prices.
They had a really good selection of grips and grip tape - in colors that other shops in the area don't carry - but the prices were very high for tires grips, etc. It was nearly double for Oury grips what they charge at the Hub.
Nice guys, but I am curious: why do they post on Craig's List? I thought stores weren't supposed to post there.

I did exagerate - it isn't double - the hub has them for $12 and you guys had them for $16. The hub has cinelli cork tape for $14 and you have it for $20. I should also say to be fair that your prices are the same as freewheel. But like I said you have a GREAT selection of it, so if you want pink tape right now - this is the place to go. It is worth the extra couple of dollars.
Keiko, do you have any comments about your use of Craig's List?

If you look at our listing, it's apparent that we're a business and we never tried to hide the fact at all. We also use craigslist personally and we walk fine line not to disrupt the integrity that craigslist stands for.

Necrobump!
I stopped by here with Snak Shak to check out a Trek Soho. Turns out the 47 cm frame I was interested in was too big, but they actually had another Soho that just happened to be smaller (how lucky is that?!), and the fit was excellent. These guys have so many bikes, it's just insane, and most appear to be in really good shape. Lots of components and other odds and ends scattered around as well, but I must admit, most of my attention was on the Soho.
Also got to meet Oshibka, who was wonderfully helpful in fitting my new bike with a studded tire.
