I hate to be the grammar police here but frozen and seized are two different things. If it's frozen then get some isopropyl alcohol in there, but if it's all seized up then ick maybe when you get home you can drip some chain oil into the lock and let it work it's magic. My only experience with this situation is car locks, and outside of kicking the door and going around to the other size there wasn't much I could do outside of a little oil, which seemed to do the trick.

FreeRangeZombie wrote: isopropyl alcohol BINGO...also known as rubbing alcohol. Also, if it is in your basement and you are in a real hurry you can pour some hot water on them and then bring the unlocked lock inside to dry out for a while. Just don't use the lock right away again...it will refreeze quickly. Once dry, lube that shit up

Penetrating oil and gentle heat. Let the oil work overnight first.

Try penetrating oil, like liquid wrench or WD40.

I was disgusted by his ignorance and then the gall to come back to bitch at the poor guy whos lock he cut. an innocent mistake that would have been resolved in under a minute with any multi-tool.
