Minneapolis is considering forbidding 'stopping' in a bike lane. If it becomes reality, I wonder what sort of exceptions would be allowed.

These guys were just lovin' the new bike lane on Park Avenue. It fits their truck nicely and makes everything so easy:

You might ask - what else could they do? Here's a shot of all the empty space in front of their truck, where they could have pulled to the curb. But that would have made them walk a few more steps. Note the cyclist on the sidewalk.

I hate it when they do that.
There was a minivan parked in the bike lane on University the other morning - too lazy to park on the other side of the street and walk across. Thanks, jerk! It's so much fun trying to go around you and not get run over by traffic.

I'm unclear what difference a law change would make. It is already illegal to park as the semi is above, to the left of a parking lane, since you're double-parking. And for all curb-side bike lanes, they're signed no parking or no stopping zones.

Would they just save on signage? Or is the goal to change the way we handle, for example, queuing for right turns?

One benefit, though: it might prevent municipalities from idiotic designs like this:

A parking/bike lane! Why, it's the best of both worlds! (This is from Bloomington's 86th Street Multimodal Plan.)

a bike lane is considered a "traffic lane" therefore it is illegal to be parked there.

I live on Portland and have no problems walking right out and telling someone to move their vehicle. If it's a delivery type truck I've offered to move vehicles so they can park where they need to. those types are usually nice, its the cabbies, pzza guys and general people who are the douche canoes that get my angry voice or the garden hose. I once had a pizza delivery guy cursing and swearing at me. his boss didn't like that phone call I made.
