So, I had this crazy idea that i might be able to find a small enough good quality raft that would stuff down small enough to fit in my giant chrome Ivan bag. any ideas or am i thinking way too wishfully.

Check this out. Fatbike and pack-rafting in Alaska. Very cool but very expensive to get replacement parts. This guy's chain wheel probably cost about $1,000.

Unlikely. I have an inflatable raft I use as a dinghy to access my sailboat on lake calhoun, and although heavy and bulky, you could bike around with it, but it wouldn't make for a very fun ride. Plus, you gotta haul the paddles with you. With that said, once the water gets warm I am usually too lazy to bring the raft and instead just swim out to the bouy, holding the drybag above my head.

that is awesome. I think I might try and call REI or something, clearly this sort of thing exists just might take some research.
